There is no removal process, as the list is maintained automatically. Simply fix any security issues you may have, or otherwise expunge your resident spammers, and you will be auto delisted, as the spam leaving your server dries up.

WPBL aims to bring the results from many private statistical filters together to create a more accurate blocklist that reflects where spam is currently coming from, in real-time. There is a wealth of information available to anyone who uses a statistical filter, because they know to a very high degree of certainty which IPs are sending spam, and which are sending legitimate mail. You can think of this as having double the value as a pure "spamtrap", which reveals only half the story. WPBL provides one of the first mechanisms ever to let anyone share the decisions made by their powerful statistical filters with the world, and do it automatically. While the project is young, the end goal is to generate a real-time IP blocklist based on private users' spam statistics. Reports of spam will be balanced by reports of legitimate mail, ensuring that false positives are minimized and listings are quite fair.

Every IP address marked as 'blocked' has been seen sending significant amounts of spam.
